Applicable Requirements
C2D Payment Solutions Ltd. (hereinafter under its registered trademark “Zastrpay”) is a company registered in Malta and licensed and supervised by the Malta Financial Services Authority (MFSA) as an electronic money institution according to the Financial Institutions Act 1994 (Cap. 376).
As Zastrpay’s end customers are based in Germany, Zastrpay ensures that, apart from complying with the Maltese transposition of Directive (EU) 2019/882 of the European Parliament and of the Council of 17 April 2019 on accessibility requirements for products and services (hereinafter the “Directive”), the German transposition of the Directive is also complied with.
Accessibility requirements for Germany
The Accessibility Reinforcement Act implementing the Directive and amending other laws (Barrierefreiheitsstärkungsgesetz) enters into force on the 28th of June 2025. The requirements under the Accessibility Reinforcement Act are set out in particular in Sections 14 and 3 para 1, as well as in the Ordinance to the Accessibility Reinforcement Act (Verordnung zum Barrierefreiheitsstärkungsgesetz).
Accessibility requirements for Malta
The Accessibility Measures (European Accessibility Act) Regulations transposing the Directive also enter into force on the 28th of June 2025. The requirements under the Accessibility Measures (European Accessibility Act) Regulations are set out in particular in Regulation 4 and Annex I.
Description of Services
Zastrpay’s services enable its customers to transform their cash into electronic money to be used for the purchase of goods and services from merchants who accept such electronic money.
Customers may be issued with electronic money on their electronic wallet by depositing cash at any of the physical locations of the Zastrpay Acceptance Partner Network. Customers may also redeem their electronic money back into cash at these locations.
The process of depositing and redeeming cash is designed to be as fast and seamless as possible for the Customer using the Web Application. This is done by scanning the Quick Response (QR) Code generated through the Web Application at any of the Zastrpay Acceptance Partner Network locations.
The purchase of goods and services from the merchants (who are also registered as merchants with Zastrpay) is completed by the customers by transferring the electronic money in their electronic wallet to the merchants’ wallets either seamlessly through the merchants’ platforms or through a direct wallet transfer initiated by the customer through Zastrpay’s Web Application. Merchants may also transfer their electronic money to the customers’ electronic wallet at any time.

Measures to support accessibility
The Web Content Accessibility Guidelines ("WCAG") define the requirements for designers and developers to improve accessibility for people with disabilities. They define three levels of conformance: Level A, Level AA, and Level AAA.
We already reflect the WCAG 2.2 Level AA standards in relation to the colors, font sizes and scaling of our Website and Web Application.
Moreover, we also ensure that all interactive elements on our Website and Web Application have the correct semantic roles and order, while also being navigable by keyboard. Basic compatibility of our Website and Web Application with screen readers is also ensured.
In our pursuit to ensure accessibility on an ongoing basis, we have engaged external accessibility experts to assess the accessibility of our Website and Web Application based on the Applicable Requirements. Once the assessment is complete, we will update our accessibility statement and ensure that we offer our Website and Web Application in the most user-friendly and accessible way possible.
